A phone assembling that zip has to hold the whole thing in memory before handing it to the share sheet. Push past ~10,000 messages of mixed media and export either times out, crashes the Files app, or produces a zip too big for Mail to send. WhatsApp's cap is a safety margin, not an arbitrary number.
